As a people's congress representative rooted in the grassroots, Zhou Xuejuan always keeps the urgent and difficult issues of the people close at heart, insisting on going deep into communities to investigate and understand real conditions, so that every representative suggestion carries the warmth of everyday life and the temperature of people's livelihood. Focusing on the travel difficulties of residents, and addressing the real predicament of inconvenient transportation for the elderly in her jurisdiction, she conducted on-site visits and surveys, sorted out the pain points and difficulties of bus routes, and submitted the "Suggestions on Optimizing and Adjusting the 'Baihe No. 1' Bus Route," promoting the optimization and upgrading of the bus route and genuinely improving residents' sense of gain in travel. Facing the shortcomings in livelihood support within the Qinglong Ancient Town ruins protection zone, she cared deeply about the lives of residents in the protection area and took the lead in proposing the "Relevant Suggestions on Ensuring and Improving the Livelihood of People in the Four Villages within the Qinglong Ancient Town Ruins Protection Zone," balancing the preservation and inheritance of cultural relics with the improvement of people's lives, striving to ensure that residents in the heritage protection area can also share in the fruits of development. Zhou Xuejuan closely combines her duties as a people's congress representative with her own work, using the Jiafu Home Care Service Center as her service base, deeply cultivating the home care track, and building a comprehensive, multi-level home care service system. Today, the center has trained more than 500 certified caregivers and volunteers, delivering personalized warm services including daily care, psychological comfort, meal assistance, and bathing assistance to more than 1,500 elderly individuals and people with disabilities across the district, bringing meticulous and considerate elderly care services to residents' doorsteps. Beyond protecting the elderly, she also turns her attention to the new employment groups bustling through the city's streets and alleys. To truly understand the working conditions of food delivery riders, couriers, and ride-hailing delivery workers, she refused to sit in the office reading materials and insisted on going out to streets and alleys to conduct field research. Taking advantage of daily work inspections and evening off-peak visits, she traveled through commercial districts along streets, delivery stations, and community entrances, having face-to-face heart-to-heart conversations with workers in new business forms. She visited multiple delivery points and had in-depth conversations with dozens of workers, carefully noting down their difficulties in work and life one by one, and identifying common demands such as difficulty finding rest, difficulty finding drinking water, difficulty charging, and the lack of shelters from extreme heat and cold. After understanding the real needs, she coordinated and integrated resources from multiple parties and created a "Warm 'New' Station" at the service center. The station is fully equipped with air conditioning, drinking water, and convenient charging equipment, creating a warm harbor where hardworking workers in new business forms can rest and recover, genuinely resolving their practical difficulties, allowing the city's strivers to truly feel the warmth of the community, and building a solid warm base for grassroots convenience services.

Staying true to the original aspiration and mission, serving as a warm benchmark beside the people

Being a people's congress representative is not an honorary title but a heavy responsibility. During her term, Zhou Xuejuan transformed the people's trust into motivation to move forward, actively participating in various representative duties and activities, closely integrating representative duties with public welfare and charity, and helping disadvantaged residents in her jurisdiction with genuine sincerity. In 2019, she learned of the misfortune that befell the Lü family in her village and was deeply moved. This household was a disadvantaged family in the village, already impoverished. The parents had worked diligently their whole lives, living frugally and dedicating all the family's financial resources and energy to finally raise their child. The child had studied hard for many years and was about to enter university with a promising future, but tragically died in a car accident on the way to get a haircut before the school term began. The sudden terrible news caused the already modest family to collapse instantly, and the parents suffered severe psychological blows. As a people's congress representative who came from the village, Zhou Xuejuan saw it with her own eyes and felt the pain in her heart, always concerned about this family's situation. After the incident, she continued to visit the family, patiently communicate and accompany them, soothe the family's emotions, follow up on their living conditions over the long term, and proactively use her own money to provide financial assistance, doing her best to ease the family's short-term living pressure. Considering that personal assistance alone was far from enough given the family's actual difficulties, she took the initiative and acted proactively, reaching out to civil affairs departments, explaining in detail the family's special situation and actual predicament, assisting throughout the process of organizing materials and filing applications, and actively seeking assistance policies for the family. Through her active efforts and the strong support of civil affairs departments, the Lü family successfully obtained special civil affairs assistance, bringing crucial support and warm hope to this broken and struggling family. On the path of public welfare, she never stops. In 2020, she donated a cumulative total of 60,000 yuan to the Qingpu District Red Cross and Xianghuaqiao Street; in 2024, she formed a pairing assistance relationship with a young child surnamed Wang from Zhaotun Town, continuously protecting the child's growth and development. During traditional festivals such as Double Ninth, Mid-Autumn, and Spring Festival, she leads her team to visit the Baihe Town nursing home, visiting and comforting disadvantaged residents, delivering supplies such as down jackets, rice, flour, cooking oil, and other慰问 materials.
