Cross-border crime ring targeting seniors dismantled; case exceeds 6 billion yuan

Since July of this year, operating under the command of the Ministry of Public Security, public security authorities in Jilin have dismantled a transnational criminal ring involved in fraudulent schemes known as "national asset unfreezing." During operations conducted within the country, authorities apprehended 101 suspects. Concurrently, international law enforcement cooperation was carried out with police forces in Laos, Singapore, and Cambodia, resulting in a combined 156 additional arrests across these three nations. Recently, the relevant suspects have been repatriated to China in successive groups.

In January of this year, investigators in Jilin identified a criminal network orchestrating these cross-border swindles after specific intelligence analysis. The group fabricated several fictitious "national projects," including fraudulent initiatives dubbed "Revival Hub," "Pension Action," "China's Agricultural Strengthening," "Livelihood Assurance," and "China's Dream Fulfillment." They enlisted a technical crew to develop fraudulent mobile applications and leveraged online platforms to attract and enroll members. Over an extended period, they perpetrated scams against elderly individuals, with a vast number of victims and the fraudulent amount involved exceeding 6 billion yuan.

Following meticulous investigative work directed by the Ministry of Public Security, authorities established the locations of the fraud dens and identified the individuals involved. On July 28, through cross-border legal collaboration, police in Vientiane, Laos, captured 110 suspects. Simultaneously, authorities coordinated targeted raids across multiple regions domestically, dismantling nine fraud locations and detaining 101 more individuals. On August 14, police in Singapore arrested the alleged masterminds behind the operation, identified as Hou and Nie. Then, on September 2, authorities in Cambodia took another 44 members of the criminal group into custody.

This brings the total number of arrests in this case to 257 suspects, marking a comprehensive crackdown covering the financiers, key figures, technical operators, and proxy agents within the criminal hierarchy. Reports indicate that throughout this year, the Ministry of Public Security has directed local law enforcement agencies to intensify a special campaign against this category of fraud. So far, 180 such cases have been resolved, 75 criminal groups have been disbanded, and a significant number of suspects have been arrested nationwide.

A senior official from the Ministry of Public Security stated that authorities will maintain a high-pressure stance against these deceptive practices. The strategy involves robust enforcement, multiple preventative measures, and continued international police cooperation. The objective is to intensify efforts relentlessly to safeguard the property security and lawful rights of the public.

This operation demonstrates a strong commitment to international collaboration and has effectively dismantled a major transnational criminal enterprise that preyed on vulnerable populations.

The crackdown underscores efforts to protect the public from elaborate schemes designed to exploit expectations tied to supposed government-backed funding and asset recovery programs. The authorities continue to encourage vigilance among citizens, particularly older adults, against solicitations for investment or other financial contributions based on claims of access to frozen or dormant national assets.

As legal proceedings move forward, the repatriated suspects will face prosecution in accordance with Chinese law. This case serves as a significant example of the cooperation among regional law enforcement agencies to combat transnational financial crimes targeting senior citizens.
