On September 21, He Lizhu, Deputy Secretary of the District Committee and District Mayor, conducted a special inspection of the construction of community elderly care service stations in several sub-districts and communities. During the inspection, He Lizhu and his team visited the functional layout of the care stations on-site and reviewed the construction progress in detail. District leader Guo Xiaoyu and heads of relevant departments accompanied the inspection.
He Lizhu pointed out that elderly care services constitute a livelihood project and a people's heart project that concerns every household. The concerns and expectations of the elderly define the direction of our work. The elderly care sector involves intensive funds and extensive coverage, with key links such as subsidy distribution, project construction, meal assistance services, and operational management closely tied to the vital interests of the masses, making it a crucial battlefield for the centralized rectification of misconduct and corruption occurring around the people.
He Lizhu emphasized that all relevant units must firmly uphold the people-centered stance, integrating the centralized rectification with the construction of elderly care service stations in a coordinated manner. It is essential to resolutely correct prominent problems in elderly care services, including fraudulent claims, misappropriation and embezzlement, solicitation of bribes, shoddy workmanship, and opaque charging. The funds designated for elderly welfare must be managed and utilized effectively, ensuring that service stations are built as incorruptible and trustworthy projects. Tangible rectification results should enable the elderly to feel, benefit from, and enjoy their later years in peace.
He Lizhu also required accelerating the construction progress by targeting annual tasks, reversing the schedule, and mapping out the work. The service functions of meal assistance, care, rehabilitation, and cultural entertainment should be improved to ensure that stations are built quickly, utilized well, and operated sustainably. Strict fund management must be implemented, with list-based management and whole-process supervision over funds such as senior subsidies, elder care subsidies, and construction and operation grants, ensuring that every cent of elderly welfare funds is precisely allocated to the elderly. Responsibilities should be firmly enforced, with civil affairs departments fulfilling their supervisory duties and sub-districts and communities implementing territorial responsibilities, forming a joint effort in management. This approach, underpinned by strict discipline and solid work style, will guarantee the high-quality development of elderly care services.
