Fair competition is the cornerstone of a market economy and a key pillar supporting high-quality development. In recent years, Tianjin has focused its efforts across three dimensions — fair competition review, antitrust enforcement, and competition advocacy — to continuously strengthen the institutional foundations of fair competition, actively integrate into the building of a unified national market, and maintain a stable and orderly market environment.
In terms of fair competition review, since the implementation of the Fair Competition Review Regulations in 2024, the city has reviewed more than 4,100 incremental documents and over 200 major policy measures of the municipal government, preventing from the source the introduction of policy measures that exclude or restrict competition. Over the past three years, the city has continued to adopt a "big data screening plus manual review" model to conduct spot checks on existing documents citywide, sampling more than 6,000 policy measures in total, and promptly urging and guiding drafting units to rectify issues found during inspections so as to eliminate their impact.
In terms of antitrust enforcement, the city has prioritized special campaigns to remove bottlenecks and obstacles that hinder unified markets and fair competition as well as an antitrust "law enforcement protecting enterprises" initiative, keeping reporting channels open, closely monitoring hidden barriers in key sectors, and clearing blockages that restrict the free flow of production factors. Institutional development has been improved with the revision and issuance of the Tianjin Antitrust Compliance Guidelines for Undertakings, which highlight and explain typical monopolistic conduct to effectively help businesses identify and address risks. Case investigation efforts have been intensified, with major cases such as the dexamethasone sodium phosphate monopoly agreement case being handled, resulting in cumulative fines and confiscations of nearly 450 million yuan in recent years and achieving sound enforcement results.
In terms of competition advocacy, the city has actively promoted antitrust and fair competition compliance guidance. It organized active pharmaceutical ingredient manufacturers across the city to receive antitrust compliance coaching and guided them to sign antitrust compliance self-discipline commitment letters, fostering a market order featuring quality at fair prices and healthy competition. It has further regulated the competitive behavior of platform enterprises, guiding platform companies operating in Tianjin in key areas such as ride-hailing, food delivery, and short videos to implement the negative list for lifestyle platform algorithms and to consciously avoid "involution-style" competition. Every September, the Fair Competition Policy Publicity Week (Tianjin session) is held to continuously raise public awareness of fair competition.
