The tender announcement indicated that the project is located in Ruoqiang County, Bayingolin Mongol Autonomous Prefecture, Xinjiang Uygur Autonomous Region. The project funding source is self-raised funds totaling 700 million yuan, and the tenderer is Ruoqiang County Nengchuang New Energy Co., Ltd. It is reported that the project plans to construct a 200MW/800MWh grid-forming standalone energy storage facility, covering a total land area of approximately 4.6663 hectares, with supporting construction of the storage area, a 220kV substation, an operation and maintenance center, fire protection facilities, transmission line works, and related ancillary infrastructure. The final construction capacity will be subject to the final indicator scale registered with the Xinjiang Uygur Autonomous Region, with the per-Wh cost remaining unchanged.

The qualification requirements for bidders are as follows: For design qualifications, bidders must possess and provide a Grade B or above professional qualification in electric power engineering design (new energy power generation), or a Grade B or above qualification in electric power engineering design, or a comprehensive qualification in engineering design. (Provide valid qualification certificate supporting materials.) For construction qualifications, bidders must hold a Grade B or above general contracting qualification for electric power engineering construction, along with a Class B or above electric power facility installation (repair, test) permit, and possess a valid安全生产 license.
