During the "15th Five-Year Plan" period, the Ministry of Civil Affairs will push forward the revision of the law on the protection of the rights and interests of the elderly, aiming to modernize the safeguard system to better enhance the well-being of senior citizens. This initiative is part of a broader effort to keep the legal framework aligned with evolving societal needs.

Additionally, the ministry will promote the formulation of a dedicated elderly care service law, designed to build a comprehensive service system that is tiered, universally accessible, affordable, and sustainable across urban and rural areas. The announcement was made by Minister Li Changguan at a press conference held by the State Council Information Office on September 23 in Beijing.

These legislative steps are intended to ensure continuous development and improvement of elderly care services, addressing the challenges of an aging population and securing a better quality of life for the elderly.
