Beijing E-Town Comprehensive Bonded Zone has achieved a milestone by surpassing 14 billion yuan in total import and export value, securing the second position among Beijing's four major comprehensive bonded zones and entering the mid-to-upper tier nationally. The zone is celebrating its first anniversary since passing official inspection, with all 100,000 square meters of industrial space in Phase One now fully operational. This includes double-decker bonded warehouses, bonded R&D and processing buildings, and the Blue Whale Park integrated support facility, achieving an overall occupancy rate of 60%.
The double-decker bonded warehouse has already exceeded a 90% leasing rate, primarily serving bonded storage for next-generation information technology equipment, biopharmaceutical raw materials, and finished pharmaceutical products. Through its differentiated industrial layout, groundbreaking policy innovations, and robust foreign trade growth, the zone continues to energize the regional export-oriented economy, establishing itself as a vital platform for Beijing's expanding international openness and industrial upgrading.
As the only comprehensive bonded zone in Beijing built around a high-end manufacturing cluster, the zone has abandoned the traditional port logistics model in favor of a deeply integrated "bonded plus industry" development path. It focuses on high-value-added sectors including biomedicine, next-generation information technology, new energy vehicles, and smart manufacturing, constructing a full-chain bonded service system that covers R&D, production, testing, maintenance, and import-export trade. This approach leverages bonded policies to foster the growth of new quality productive forces, providing solid support for the capital's industrial opening-up.
To date, 31 companies have registered in the zone, bringing together leading enterprises such as China Automotive Research Institute, Yunhao Automobile, and Kunhao Ruicheng, with the industrial cluster continuing to expand. The zone has successfully established four benchmark business scenarios: bonded processing for overseas markets, bonded manufacturing for domestic sales, global testing and maintenance, and smart logistics supervision.
In the bonded processing-for-export arena, Yunhao Automobile has invested in a 12,000-square-meter export commercial vehicle park, conducting SKD assembly operations for special vehicles. Leveraging the zone's favorable tax and foreign exchange settlement policies, the company has enhanced overall profits from special vehicle assembly exports, effectively boosting the overseas competitiveness of domestic special-purpose vehicles.
In the global testing and maintenance sector, China Automotive Research Institute has launched third-party testing and maintenance services for returned overseas new energy vehicle components. This initiative will continue to support automakers like Xiaomi Automobile and Beijing Benz, establishing a specialized bonded testing and maintenance service hub for "Beijing vehicles going global."
In the biomedical field, Kunhao Ruicheng has set up global clinical trial consumable collection and distribution operations, utilizing intelligent unmanned sorting to reduce production costs and deeply integrating into the supply chains of leading global pharmaceutical companies. For overseas products entering the zone for testing and maintenance, the zone implements tariff and VAT exemption policies, significantly lowering cross-border operating costs and helping companies expand into global markets.
To address industrial export needs, the zone has built a one-stop cross-border services system that accelerates capital recovery and alleviates cash flow pressures. It is exploring a zone-port linkage model with plans for a pre-departure cargo station. Within the zone, bonded functions such as categorized supervision, collection and distribution, testing and maintenance, and cross-border data flows are provided, while outside the zone, cargo consolidation, advance inspection, direct loading at ports, and multimodal transport are conducted. This builds an integrated platform featuring container pickup and return, export preparation, and dual channels of China-Europe freight trains and Tianjin Port, reducing logistics and customs costs while promoting industrial coordination across the Beijing-Tianjin-Hebei region.
Tackling challenges faced by small and medium-sized foreign trade enterprises, the zone is planning a 3,000-square-meter shared platform for high-value-added product testing and maintenance. The innovative "same platform, multi-project sharing, intensive operation" mechanism will allow smaller companies to share space and equipment, jointly manage maintenance ledgers, and use unified system interfaces, solving the cost challenges of technology, capital, and team building. By the end of October, six medical device and auto parts testing and maintenance firms are expected to begin operations on the shared platform, enabling enterprises to effectively compete in the international maintenance industry chain.
The zone is also planning to establish bonded repackaging and sub-packaging production lines for imported pharmaceuticals, shortening the time-to-market for innovative imported drugs in China. Additionally, it is actively exploring standardized statistical pathways for commercial satellite exports to promote the standardized and scaled development of cross-border commercial space industry.
Furthermore, the zone has established Beijing's only AEO enterprise training base, offering regular AEO certification training and guidance. This helps companies obtain international customs clearance qualifications, enjoy benefits such as reduced inspection rates and faster customs processing, and comprehensively enhance the core competitiveness of regional enterprises in international operations.
Beijing E-Town recently signed a cooperation mechanism with Beijing Customs on promoting the high-quality development of the Beijing E-Town Comprehensive Bonded Zone, outlining nine key development priorities and establishing a regular joint meeting mechanism. Both sides are focusing on policy pilot innovations, emerging business cultivation, customs efficiency improvements, and corporate credit building, ensuring that customs regulatory innovations are precisely aligned with regional industrial demands. This collaborative framework between customs and local authorities provides strong support for the implementation of pioneering pilot programs.
In a proactive move, the zone is extending policy benefits to enterprises that cannot physically enter the zone. For example, biomedical companies can relocate their production and R&D processes into the zone in advance, directly accessing policy advantages. Currently, the economic development zone is working with local biomedical firms to pilot the "off-site coding" measure for bonded R&D. This initiative, outlined in the State Council's document promoting comprehensive bonded zone capacity enhancement (Guo Ban Han No. 40, 2026), has no domestic implementation precedents yet. The policy breaks through the physical boundaries of the bonded zone, granting eligible biomedical companies outside the zone customs registration codes for the comprehensive bonded zone. Companies can thus enjoy bonded, certificate-free policies for imported R&D materials without relocating their facilities.
Moving forward, Beijing E-Town Comprehensive Bonded Zone will continue leveraging customs policy dividends, expanding industrial development space, deepening policy pilot programs, and enriching its "bonded plus advanced manufacturing" specialty business models. The zone will promote the scaled implementation of various innovative pilot scenarios, continuously attract high-tech foreign trade entities, open up the full chain of R&D, manufacturing, maintenance, and logistics to international markets, and strive to become a national demonstration benchmark for comprehensive bonded zones driving new quality productive forces.
