Shaoguan Municipal Government and GDS-SW formally entered a strategic cooperation framework agreement on September 21, marking a major step toward establishing a GW-scale green data center campus in the region.
The signing ceremony was witnessed by Liang Yan, Co-President of GDS China, alongside Shaoguan Party Secretary Chen Shaorong and Mayor Wu Qinghua, following a meeting between the local leadership and Liang Yan's delegation.
Under the agreement, the two parties will deepen collaboration across key areas including intelligent computing infrastructure, computing capacity expansion, smart operations, and coordinated computing-power supply, with the shared goal of building a GW-level green data center park that supports Shaoguan's low-carbon digital economic growth.
Liang Yan emphasized that GDS is a leading high-performance data center operator and service provider in China, delivering stable, top-tier computing infrastructure services to enterprise clients for years. She noted the company's strong commitment to Shaoguan, where data center projects are advancing rapidly toward completion and operation. Moving forward, GDS will remain focused on AI computing infrastructure as its core track, leveraging solid resource deployment, technological innovation, and green governance capabilities to strengthen the computing foundation for the intelligent era while driving high-quality growth in Shaoguan's digital economy and artificial intelligence sector.
Chen Shaorong highlighted that Shaoguan has resolutely shouldered the political responsibility of reinforcing the computing power foundation for the Guangdong-Hong Kong-Macao Greater Bay Area, prioritizing big data as its foremost industry and mobilizing citywide efforts to advance the Shaoguan cluster with remarkable results. The region now supports 210,000 standard server racks and has successfully established six 10,000-GPU clusters. With its robust industrial base and expansive development potential, Shaoguan is emerging as a prime destination for computing industry investment.
The Party Secretary described GDS as a top-tier third-party IDC service provider whose contributions underpin the high-quality advancement of China's digital economy and AI industries. He expressed hope that GDS will fully leverage its technological and resource advantages as an industry leader, expanding cooperation with Shaoguan across more segments of the big data supply chain to jointly elevate the city into a more influential intelligent computing hub.
Shaoguan pledges to adopt a "never say impossible, only show how it can be done" service philosophy, treating corporate affairs as its own, acting as a dedicated "shopkeeper" and "server" for businesses. The city will provide proactive, precise support by formulating responsibility lists, detailing work schedules, and implementing cooperative initiatives item by item to ensure projects move forward without obstacles from construction through to operation.
Attending the signing ceremony were Mei Yi, Vice President of GDS, Jiang Honglin, Standing Committee Member and Executive Vice Mayor of Shaoguan, along with officials from Qujiang District and relevant municipal departments.
