On the evening of September 24, as the Mid-Autumn Festival and National Day holidays approached, the Xinda residential community in Longhua District of Haikou was decorated with lanterns and buzzing with excitement. For the second consecutive year, the community used public income to host a communal feast, bringing homeowners together in a warm and harmonious atmosphere like a family celebrating the holidays.
For a long time, public income from residential communities has been like a castle in the air for homeowners 鈥?visible but unattainable. With the issuance of the Guiding Opinions on the Management of Public Income in Residential Communities of Hainan Province (Trial), the new regulations clearly define the ownership of community public income, refine income and expenditure management standards, and clarify public disclosure and audit requirements, filling the institutional gap in community public income management. Before and after the implementation of the new regulations this year, multiple residential communities in Haikou have successively distributed red envelopes to homeowners, offset property management fees, and taken other practical measures. Public income is moving from paper regulations into people's daily lives, cashing in as tangible benefits for homeowners.
After being a homeowner for so many years, this is the first time I have actually received cash from the community's public income. I am truly delighted, said homeowner Ms. Yang, clutching a red envelope and smiling on the afternoon of September 19 on the lawn of Zone 1 of Haihang Haoting Beiyuan in Meilan District, Haikou. The community's homeowners' committee organized a cash dividend distribution event for public income, where homeowners registered in turn with their ID cards, and each household received a cash dividend of 300 yuan.
The community's pedestrian passage rental generates 500,000 yuan in annual income alone. Combined with elevator advertising and other public income, the community's annual public income reaches 700,000 to 800,000 yuan, said Luo Weibin, deputy director of the homeowners' committee of Zone 1 of Haihang Haoting Beiyuan. The community's public income account has a balance of approximately 1.8 million yuan. After a vote by the homeowners' assembly, the majority agreed to distribute about 150,000 yuan as dividends, covering 494 households.
In addition, Sanxian Huifu Community, located on Changbin 4th Road in Xiuying District, Haikou, has maintained a dedicated public income account and regularly disclosed information to all homeowners since the ground parking lot began charging fees in July 2022. As the Mid-Autumn Festival and National Day holidays approach, with the approval of all homeowners through voting, the community plans to distribute 330,000 yuan of public income as red envelopes to homeowners based on each household's exclusive area.
Since August 8, our community has distributed a total of 536,900 yuan in public income, either as direct cash or bank transfers, or with some homeowners choosing to offset property management fees or replace fireproof windows, said He Xueping, property manager of Gongyuan Shangcheng Community in Longhua District, Haikou. The distribution of public income in this community was decided through a vote by all homeowners, covering the entire community.
A representative of the Hainan Province Homeowners' Committee Association believes that cash dividends from public income are equivalent to directly presenting the returns of community shared property to each homeowner, which can effectively awaken homeowners' right to information and supervision, and mobilize everyone's enthusiasm for participating in community governance.
While the distribution of public income is gradually attracting the attention of homeowners, how to distribute these benefits scientifically and compliantly should also be taken seriously. From April to July this year, the Provincial Department of Housing and Urban-Rural Development urged property management departments in all cities and counties to carry out investigations and rectifications focusing on six major categories of prominent issues in property services. Among them, 32 cases of embezzlement of homeowners' public income were investigated and handled, with a total of over 1.064 million yuan returned.
