Wanning Puts Service Stations on the Frontline of Its Bay Areas to Move Tourism Consumption Regulation and Services Forward

On October 1, the first day of the National Day holiday, Mr. Wu, a tourist from Shandong, successfully recovered a duplicated parking fee at the Riyue Bay branch of the Wanning tourism market consumption environment joint regulatory enforcement service station, and thanked the on-site staff.

That day, Mr. Wu encountered a duplicated parking charge at the Riyue Bay parking lot due to a billing system malfunction. He immediately reported it to enforcement staff at the service station set up inside the scenic area, and the staff contacted the parking lot operator without delay to conduct verification. In only half an hour, the operator apologized to the tourist and refunded the overcharged fee.

The efficient handling experienced by the tourist stemmed from an innovative tourism regulation and service measure introduced by Wanning. On September 30, Wanning coordinated multiple departments, including tourism, culture, radio, television and sports; comprehensive administrative law enforcement; public security; market regulation; the courts; and the Blue Sky Rescue Team, to jointly establish a tourism market consumption environment joint regulatory enforcement service station, with branches set up in three major bay areas: Riyue Bay, Shimei Bay, and Shenzhou Peninsula. It officially began operation on October 1.

"The purpose of setting up the service stations is to ensure that tourist demands are 'handled by someone and dealt with immediately,' to bring services to tourists' side, and to resolve disputes and conflicts in their early stages. Using practical measures to create a safe and reassuring tourism consumption environment is the original intention behind establishing these stations," said a relevant official from Wanning.

When tourists encounter problems such as consumption disputes, operational irregularities, or safety requests, they can go to the nearest service station to report the situation. Relying on a multi-department coordinated response mechanism, the service stations implement an on-site complaint intake, rapid assessment, and closed-loop handling model, promoting the resolution of complaints within the bay areas and the local settlement of conflicts.

According to reports, next Wanning will also push relevant contact guidelines for the joint service stations to major hotels, homestays, and tourist attractions in its jurisdiction, making it easier for tourists to quickly learn about rights protection and assistance channels, efficiently and properly handle tourist demands, and effectively solve the problem of tourists "having to look in many places and run to many places."

The service stations adhere to moving the threshold forward and providing proactive, close-at-hand services. During the National Day holiday, enforcement personnel at each site carried out regular rolling inspections of key business venues such as seafood restaurants and surfing clubs in the bay areas, urged business entities on site to implement requirements such as clear price labeling and safety reminders, persuaded those illegally soliciting customers to leave, and eliminated risks and hidden dangers in their early stages. Each site implemented an around-the-clock duty and standby system during the holiday, ensuring timely responses to tourist visits and on-site handling of problems found during inspections, effectively extending regulatory services to the tourism frontline.

As of the afternoon of October 2, the service stations had received more than 200 tourist consultations, carried out more than 300 public legal education activities on tourism safety and compliant consumption, mediated and handled 6 tourism-related issues on site, and completed 9 tourism-related complaints transferred from the 12345 platform through closed-loop handling.
