Xiong'an Diary: Exploring the New City and Experiencing the Fresh Vitality of the Headquarters Economy

Autumn is in full swing. Walking through the startup area of Xiong'an New Area, the atmosphere of a modern city greets you. The "Golden Reed" shaped headquarters building of Sinochem stands tall and graceful under the clear sky, and the office building of China SatNet's headquarters blooms like petals on the green axis... Not long ago, Xiong'an New Area made it clear that it would accelerate the construction of a strong economic zone and build a highland for the headquarters economy. What advantages and characteristics does it have? As a concentrated destination for the relocation of Beijing's non-capital functions, Xiong'an New Area has so far attracted eight central state-owned enterprise headquarters, including China SatNet, Sinochem, China Huaneng, and China Mineral Resources, of which three have already moved in and begun operations. The arrival of these central state-owned enterprise headquarters has supported the four beams and eight pillars of Xiong'an's headquarters economy and, with their leading role, driven industrial clustering. The recently viral news of the "Xiong'an No. 1" satellite launch is a vivid example of China SatNet settling in Xiong'an and activating the new area's aerospace information industry.

While central state-owned enterprise headquarters are densely locating here, state-owned enterprises and leading private enterprises are also accelerating their layout in Xiong'an. A multi-level headquarters economy pattern, including comprehensive headquarters, regional headquarters, and functional headquarters, is rapidly taking shape. Leaving the startup area, the reporter came to the Zhongguancun Science and Technology Park in Xiong'an New Area. Although it does not have the grandeur of the headquarters business district in the startup area, another kind of vitality surges among the buildings. Building A5 in Zhongguancun Science and Technology Park is the "new home" of XCMG Group's North China regional headquarters. Construction in its two-floor office area is in full swing, with workers busy installing partitions, and functional zones such as meeting rooms, reception rooms, and exhibition halls clearly divided. In early September this year, XCMG Group's North China regional headquarters officially registered and settled in Xiong'an.

"When considering building a North China regional headquarters, a client suggested that we take a look at Xiong'an," said Luo Guangjie, vice president of XCMG Construction Machinery Co., Ltd. After an on-site inspection, the company believed that Xiong'an, as a city of the future, focuses on green, low-carbon, intelligent innovation from top-level design to industrial layout, which is highly aligned with XCMG's transformation path. More importantly, more and more central state-owned enterprise headquarters and upstream and downstream enterprises are settling in Xiong'an one after another, many of which are XCMG's clients. "We are full of confidence in developing in Xiong'an. We will fully unleash the platform efficiency of the regional headquarters, play a driving role in the industrial chain, and deeply participate in Xiong'an's urban development and technological innovation construction," said Luo Guangjie. Neighboring XCMG Group's North China regional headquarters, Zhongguancun Science and Technology Park also gathers a group of comprehensive headquarters of technology-based enterprises. Mech-Mind, Geek+, and Yanshen Technology... Behind these names is Xiong'an's growing appeal to technology-based enterprises.

In 2024, Mech-Mind (Xiong'an) Robotics Technology Co., Ltd. moved its global headquarters to Xiong'an, using self-developed 3D vision systems and artificial intelligence algorithms to make industrial robots smarter. On September 1 this year, the company officially listed on the Hong Kong Stock Exchange, becoming the first embodied intelligence enterprise in Xiong'an New Area to be cultivated and guided entirely within the new area and listed on overseas capital markets. About one kilometer north of Zhongguancun Science and Technology Park, a square modern building comes into view. This is the operations center of PDD Holdings Inc (PDD) in the Beijing-Tianjin-Hebei region, undertaking the group's digital service hub function, which is what people understand as a functional headquarters. Learning about the timeline of PDD's settlement in Xiong'an, the reporter could not help but marvel at Xiong'an's speed: on the day of registration in May, it received its business license and official seal; in June, it purchased office buildings; in September, it completed this year's recruitment plan of 5,000 people ahead of schedule... Yu Xuesong, deputy general manager of public affairs at PDD Holdings Inc, introduced that on May 27, the group decided to register and establish a subsidiary in the new area, planning to complete registration within a week. After learning the news, the New Area Commerce and Investment Promotion Bureau quickly launched services and coordinated other relevant departments of the new area to fully connect, completing registration smoothly in just one day.

After PDD's registration was completed, the "one-on-one" services from various departments of Xiong'an New Area did not stop: the Housing Management Center, together with Xiong'an Group, quickly renovated a batch of housing to solve employees' living problems; the park simultaneously built a cafeteria so that employees could conveniently dine without leaving the park. PDD's arrival has driven the clustering of surrounding office supporting facilities, life services, and digital technology services, effectively activating regional consumption and supporting industries. In order to help various enterprise headquarters take root better, Xiong'an has launched customized "element packages," providing "one-on-one" configuration plans for headquarters enterprises to ensure rapid project implementation and good development. Walking and observing along the way, the reporter truly felt that Xiong'an's headquarters economy is not simply a clustering of buildings, but an organic ecosystem in which leading enterprises connect industrial chains and quality services nourish market entities. Xiong'an is releasing a strong magnetic appeal and moving toward becoming a highland for the headquarters economy.
