Proposal to Revise the Principal Repayment Budget for Lin'an District's Local Government Debt in 2026

In September 2026, the People's Government of Lin'an District, Hangzhou, submitted a report to the Standing Committee of the District People's Congress, as per the meeting agenda and on behalf of the district government. The report requests an adjustment to the principal repayment budget for the district's local government debt in 2026.

Based on the maturity schedule of the district's local government bonds, the initial principal repayment budget for 2026 was set at 2.171 billion yuan. This figure includes 498 million yuan allocated for general debt and 1.673 billion yuan designated for special debt.

During the year, the district secured 307 million yuan in refinancing special bonds to replace existing shantytown renovation debt. Consequently, the district now applies to increase the 2026 principal repayment budget to 2.478 billion yuan, of which 498 million yuan is for general debt and 1.98 billion yuan is for special debt.
