First Local Customs Clearance for Dieshiqiao Cross-Border E-Commerce Retail Exports Achieved

On September 30, a batch of home textile products declared under the cross-border e-commerce retail export manifest model successfully passed customs clearance at the upgraded Sanxing Dieshiqiao supervision site, marking Haimen's first local customs clearance for cross-border e-commerce retail export business and opening a new cross-border channel from the doorstep for the home textile industry.

The first order was declared by Nantong Tuolengfu Supply Chain Co., Ltd. and included two large items along with multiple smaller home textile products. It adopted the 9610 cross-border e-commerce retail export model, mainly targeting overseas individual consumers. This model suits the industry's small-batch, high-frequency fragmented online orders and implements a convenient customs clearance method featuring per-manifest release and consolidated declaration.

As China's largest professional home textile market and the birthplace of Jiangsu's market procurement trade, Dieshiqiao hosts tens of thousands of home textile business entities, with products sold to more than 130 countries and regions. Currently, home textile foreign trade is showing a trend of small batches and rapid iteration, with cross-border scattered orders from small and medium-sized merchants continuing to grow, making the demand for efficient nearby customs clearance increasingly urgent.

The upgraded supervision site covers an area of over 10,000 square meters and is equipped with intelligent inspection equipment such as X-ray machines and dedicated cross-border sorting lines. It has established an integrated closed-loop system covering declaration, inspection, sorting, and release, enabling one-stop completion of the entire customs clearance process. This effectively addresses pain points such as off-site inspection, poor logistics, and low timeliness for enterprises.

This export adopted the model of local inspection plus port departure, moving the customs inspection process forward to the local area. This effectively improved clearance efficiency, compressing the overall customs clearance time to 2.5 hours and significantly reducing logistics and operational costs for enterprises. Yang Qiwei, General Manager of Jiangsu Dieshiqiao Modern Logistics Co., Ltd., stated that the company leverages the advantages of the global home textile industry cluster to continuously cultivate the cross-border e-commerce ecosystem, build empowerment platforms, organize merchant training, guide small and medium-sized home textile merchants to transform toward cross-border retail, and convert industrial advantages into foreign trade competitiveness.

Dai Shunsheng, Director of the Nantong Customs Office in Haimen, stated that the successful customs clearance of Haimen's first 9610 model goods is a key measure by Nantong Customs to optimize the cross-border e-commerce clearance layout and improve the port logistics system. Next, the office will continue to optimize clearance procedures, enhance regulatory service efficiency, conduct policy outreach, unleash the benefits of the port platform, and support the high-quality development of Nantong's cross-border e-commerce industry.

During the project's advancement, the Nantong Customs Office in Haimen, the Haimen District Commerce Bureau, and other relevant departments took proactive steps and worked collaboratively to fully support business operations and services, ensuring the implementation of the site's functions. Next, all departments will continue to rely on the upgraded supervision site, continuously optimize business services, precisely assist enterprises in resolving difficulties, fully leverage port functional advantages, empower local home textile enterprises to explore overseas markets, and support the growth of new foreign trade formats.

Cao Yongchun, Deputy Director of Nantong Customs, and Wang Yibing, Member of the District Party Committee Standing Committee and Director of the Publicity Department, attended the first-order customs clearance event and inspected the site's construction scale, supporting facilities, and operating model on site.
