Recently, the Zhenjiang Public Parking Management Office launched a "Pile-Up Dispatch Contact Card" to address the prominent issues of shared internet rental bicycles accumulating around certain residential communities and illegally occupying roads, establishing a rapid response mechanism that links property management reporting, departmental dispatch, and enterprise clearance.
Currently, the contact card has covered nearly 20 communities in the urban area, and the average disposal time for shared bike pile-up problems has been reduced from the original 2 to 3 days to 8 hours, achieving refined governance of shared bikes and efficient convenience services.
During routine inspections, the Zhenjiang Public Parking Management Office found that many residents ride shared bikes into communities and park them randomly, with vehicles lingering around buildings for extended periods, making it impossible for supervisors and operating companies to promptly investigate and clear them. To clear accumulated bikes inside communities, property management often has no choice but to move them in bulk to roads outside the communities, resulting in bike pile-ups occupying road space and creating a governance dilemma of "cleared inside communities, congested on roads."
To break through grassroots governance bottlenecks and solve disposal challenges, the Zhenjiang Public Parking Management Office customized the Internet Rental Bicycle Pile-Up Dispatch Contact Card, featuring a dedicated dispatch hotline 400-1123-196 to streamline reporting channels. Once property management discovers bike pile-ups or road occupation at entrances or within the community, they can directly call the hotline to report, and the parking management department will immediately dispatch bike operating companies to clear and rectify the situation on-site.
To ensure the mechanism takes effect, staff proactively visited each community's property management to deliver the contact cards, explaining on-site the reporting process, contact methods, and disposal standards, effectively opening a "fast track" for problem resolution.
Previously, when property management reported bike pile-up issues, they had to go through the 12345 hotline transfer process, which was cumbersome and time-consuming, with disposal cycles generally taking 2 to 3 days. After the dispatch contact card was introduced, property management can report directly with one click to the responsible department, achieving same-day disposal and same-day clearance, with average processing efficiency greatly improved to completion within 8 hours.
The convenient and efficient disposal model has won unanimous recognition from community property management. Property managers have said that in the past, dealing with shared bike pile-ups and road occupation was thorny and involved cumbersome procedures, but now with a single contact card and one hotline, problems can be quickly resolved, saving time and effort while being convenient and efficient.
