Gansu Introduces Measures for Managing Provincial-Level Startup and Employment Promotion Support Funds

Newly recognized provincial-level entrepreneurship incubation platforms can receive a subsidy of 600,000 yuan, according to the Measures for the Management of Gansu Province Provincial-Level Startup-Driven Employment Support Funds.

The Gansu Provincial Department of Finance and the Gansu Provincial Department of Human Resources and Social Security recently jointly issued the Measures for the Management of Gansu Province Provincial-Level Startup-Driven Employment Support Funds, aiming to further standardize and strengthen the use and management of provincial-level startup-driven employment support funds and improve the efficiency of fund use.

The measures specify that provincial-level startup-driven employment support funds are fiscal subsidy funds arranged from the provincial general public budget and dedicated specifically to supporting startup-driven employment work. Their use and management follow the principles of "strengthening incentives, highlighting key areas, and emphasizing performance."

The scope of fund use includes subsidies for improving employment and entrepreneurship service capacity, subsidies for entrepreneurship cultivation and incubation, subsidies for startup-driven employment projects, and other expenditures.

In terms of improving employment and entrepreneurship service capacity, subsidies for entrepreneurship services empowering industry are mainly used to support local characteristic industrial chains in carrying out vocational skill improvement training, public employment and entrepreneurship service publicity, resource supply-demand matching, labor brand cultivation, and innovation and entrepreneurship incubation. The expenditure scale shall not exceed 20% of the total funds allocated by the factor method for the year. Subsidies for innovation and entrepreneurship activities are mainly used to support various innovation and entrepreneurship activities and the "Hundreds, Thousands, and Tens of Thousands" entrepreneurship leading project.

In terms of entrepreneurship cultivation and incubation subsidies, newly recognized provincial-level entrepreneurship incubation platforms are given a subsidy of 600,000 yuan over 2 years, with 400,000 yuan in the first year and 200,000 yuan in the second year. The second-year funds are allocated after the city (prefecture) completes a review and evaluation confirming eligibility. Those rated as national entrepreneurship incubation demonstration bases receive an additional subsidy of 800,000 yuan over 2 years, with 500,000 yuan in the first year and 300,000 yuan in the second year. The expenditure scale for entrepreneurship incubation service subsidies shall not exceed 20% of the total funds allocated by the factor method for the year.

Subsidies for startup-driven employment projects specify multiple standards: those who participate in entrepreneurship and innovation competitions hosted by human resources and social security departments, achieve a national-level third prize or above and register an enterprise within the province may apply for 50,000 yuan in project startup funds; those who achieve a provincial-level third prize or above may apply for 30,000 yuan in project startup funds. Enterprises that have operated normally for more than 1 year and steadily absorbed more than 5 employees, signed labor contracts, and paid employee social insurance continuously in accordance with the law for at least 1 year may apply for an additional 100,000 yuan in startup assistance funds. Provincial-level labor brands are in principle assessed once per year, and each newly assessed brand's county (city, district) receives a one-time subsidy of 200,000 yuan.

Provincial-level public employment and entrepreneurship service capacity improvement projects are oriented toward counties (cities, districts) and selected through competitive review, with each selected county (city, district) receiving a subsidy of no less than 5 million yuan. Expenditures for service equipment purchases shall not exceed 20% of the total project funds. College graduate entrepreneurship capacity cultivation projects are oriented toward central government-affiliated universities in Gansu and provincial universities (including technician colleges) and selected through competitive review, with each selected university receiving a subsidy of no less than 1 million yuan, of which expenditures for station service capacity improvement shall not exceed 10% of the total project funds.

The measures propose that support funds be allocated using a combination of the project method and the factor method, and clarify the responsibilities of the Provincial Department of Finance, the Provincial Department of Human Resources and Social Security, and relevant city and county departments.

Funds may not be used for the construction and maintenance of office buildings and employee dormitories, the purchase and operation of vehicles, wages, allowances, and subsidies, "three public" expenses, startup guarantee loan interest subsidies and risk compensation funds, office equipment and consumables, general infrastructure construction, the new construction or renovation of independent gig markets, competition organization expenses, and prize money.

The same startup project may not apply through multiple channels or receive duplicate同级 fiscal startup support subsidies from multiple sources. Violators must fully return already allocated funds, and the relevant units and individuals will be disqualified from applying for three years. Those suspected of violations of laws and regulations will be transferred to relevant authorities for handling in accordance with the law.

In addition, enterprises and natural persons included in the list of dishonest judgment debtors or the list of seriously dishonest entities in accordance with the law will not have their support fund applications accepted.
