On September 21, with the successful high-altitude connection of the final blade for turbine F21 at the Longyuan Power Qiyuan Offshore Wind Farm, National Energy Group has completed the installation of all turbines at its first offshore wind project in Hainan.
The project is situated in the waters west of Gancheng Town, Dongfang City, Hainan Province, with a total installed capacity of 500 megawatts. It features 22 turbines with a single-unit capacity of 10 megawatts and 20 turbines with a single-unit capacity of 14 megawatts. Once operational, it is expected to generate approximately 1.5 billion kilowatt-hours of electricity annually, saving about 467,000 tons of standard coal and reducing carbon dioxide emissions by approximately 1.271 million tons each year, which is significant for optimizing the local energy structure and supporting the nation's dual-carbon goals.
Since construction began, the project team has navigated multiple challenges, including complex seabed geological conditions, frequent typhoons, limited effective offshore working windows, and tight equipment supply. They have strengthened full-lifecycle cost management through the "124+N" framework, closely controlling costs at key stages such as investment decisions, project construction, and procurement. The team also prioritized quality management by adopting a frontline work approach, implementing tailored strategies for each foundation, and adhering to the "three excellences and two good practices" construction standards. They refined project management systems, built a standardized new energy framework, enforced strict process standards and acceptance checks, scientifically optimized construction windows, and efficiently coordinated vessel resources to complete the hoisting of all 42 turbines with high quality, creating an eco-friendly and efficient power station.
