On October 2, He Lizhu, Deputy Secretary of the District Party Committee and District Governor, visited the construction frontline of the terminal area project (non-civil aviation specialty) of the newly built Heilongjiang Hegang Airport and the Pingwu Mountain Quarry to carry out safety production supervision and inspection. District leader Li Zhe and responsible persons from relevant departments accompanied the inspection.
At the terminal area project of the Hegang Airport, He Lizhu conducted on-site inspections of key areas including foundation pit support, temporary electricity usage standards, mechanical operation safety, and on-site protective measures, and carefully listened to reports from the construction and contracting units regarding the implementation of safety production responsibilities, hazard identification and rectification, and project progress. He emphasized that the newly built Hegang Airport, as a major transportation infrastructure project for the city, faces the challenge of a tight schedule and heavy tasks, and must firmly hold the safety bottom line. All participating units must always keep the string of safety production taut, implement the principle of "safety first, prevention foremost," improve emergency response plans, enrich emergency material reserves, effectively build a safety barrier, and ensure the smooth and orderly construction of the terminal area project (non-civil aviation specialty) of the newly built Heilongjiang Hegang Airport.
At the Pingwu Mountain Quarry, He Lizhu inspected on-site conditions including the stability of open-pit mining slopes, safety protection of the spoil ground, operation and maintenance of mining equipment, and safety protection of the plant transport roads, and reviewed hazard inspection and rectification ledgers as well as safety education and training records for employees, gaining a detailed understanding of on-site safety control, job duty performance, and risk identification and prevention at the enterprise. He emphasized that open-pit mining operations at the quarry involve numerous and widespread risk points, and the enterprise must strictly implement safety production responsibilities and firmly compress and solidify safety management duties at all positions. It is necessary to regularly organize safety education and training for all staff, strictly enforce the management of certified personnel for special operations, continuously strengthen patrol and monitoring of key areas such as mining slopes and spoil grounds, establish lists for identified safety hazards, and implement closed-loop rectification. Industry regulatory departments must increase daily supervision and inspection efforts, strengthen on-site regulatory enforcement, and severely punish all types of illegal operations. During the National Day holiday, duty and on-call arrangements must be strictly implemented, various risk prevention and control measures must be thoroughly and meticulously carried out, and safety accidents such as slope collapses must be strictly prevented to ensure the continued stability of the safety production situation in the non-coal mine sector.
