Legal Framework Strengthens Food Security in Shaanxi: A Year of Implementation Progress

On September 21, the 25th session of the Standing Committee of the 14th Shaanxi Provincial People's Congress reviewed a report from the provincial committee's law enforcement inspection group on the implementation of the Food Security Guarantee Law. Since the Food Security Guarantee Law of the People's Republic of China took effect on June 1, 2024, Shaanxi has closely adhered to the principle of safeguarding food security through the rule of law, layering responsibilities, consolidating production capacity, and refining supply systems. As a result, the province's food security governance capacity has steadily improved, and the effectiveness of legal safeguards continues to be unleashed.

The foundation for stable production and supply remains solid. In 2025, Shaanxi's total grain output reached 13.4706 million tons, maintaining stability above 13 million tons for three consecutive years and securing the province's grain production base. Through rigorous institutional enforcement and refined governance, the province has constructed a comprehensive, full-chain food security guarantee system across six dimensions: responsibility implementation, farmland protection, capacity enhancement, reserve and circulation, grain loss reduction, and legal oversight.

Shaanxi has tightened the dual responsibility of the Party and government for food security, treating it as a top priority in agriculture, rural areas, and farmers' work. The province established a leading group for cultivated land protection and food security, fully implemented a five-tier farmland chief system with grid-based management, and incorporated food security into the performance assessment framework for rural revitalization. By advancing the strategies of storing grain in the land and storing grain in technology, the province has integrated food security targets and tasks into the 15th Five-Year Plan and related agricultural special plans, systematically promoting stable grain production and quality improvement.

Strict protection of the cultivated land red line reinforces the foundation of grain production. All counties and districts in the province have completed the establishment of permanent basic farmland reserve pools, incorporating 708,400 mu of high-quality cultivated land. By the end of 2025, the province's total cultivated land and permanent basic farmland holdings both exceeded the targets assigned by the central government. The province strictly enforces the "replenish superior for occupied" policy, orderly pilots comprehensive saline-alkali land utilization, resolutely curbs the "non-agriculturalization" of cultivated land, and strictly controls its "non-grain" use. In 2025, Shaanxi was approved as a national pilot province for the integrated protection of cultivated land quantity, quality, and ecology.

Efforts to continuously strengthen the agricultural production base have steadily enhanced comprehensive grain production capacity. The province is deepening its seed industry revitalization initiative, innovating the "electricity-based water measurement" model for agricultural irrigation wells, lifting the effective utilization coefficient of irrigation water to 0.589, and raising the comprehensive mechanization rate of crop cultivation and harvesting to 75.2%. By coordinating the advancement of high-standard farmland, superior seeds, advanced machinery, sound methods, and effective systems, Shaanxi has established a diversified investment mechanism backed by fiscal budget guarantees, direct subsidies, and agricultural insurance. A multi-departmental disaster prevention and mitigation system has also been refined to comprehensively bolster the resilience of grain production against risks.

The reserve and circulation system has been improved to strengthen regional emergency supply capacity. Shaanxi has optimized the grain and oil reserve layout across provincial, municipal, and county levels, forming a tiered reserve structure with "provincial raw grain reserves as the primary component and municipal and county processed grain reserves as supplementary." The province continues to deepen inter-provincial grain production and marketing cooperation, establishing long-term strategic partnerships with 20 provinces (regions and municipalities) and more than 80 cities. Full coverage of grain emergency supply outlets at the township level has been achieved, and the construction of the Northwest Regional Grain Emergency Support Center is advancing rapidly. A mechanism for interconnected food security mutual support among six western provinces has been established, significantly enhancing the region's resilience in grain supply.

Focusing on full-chain quality improvement and loss reduction, the province is driving the green and efficient development of the grain industry. Shaanxi is concentrating on upgrading grain and oil processing and reducing losses at critical stages, continuously conducting technological research and equipment renovation, with a comprehensive utilization rate of grain processing by-products reaching 80%. Standardized warehousing facilities have been significantly upgraded, with green storage and "zero-fumigation" technologies being promoted. Socialized custodial services for plowing, planting, harvesting, drying, and marketing are being extensively provided to smallholder farmers. A long-term mechanism for reducing grain losses across the entire chain has been established, keeping the grain processing loss rate stably below 1%.

Legal oversight has been strengthened to regulate the grain market order. Shaanxi has introduced supporting provincial implementation measures to refine and operationalize the provisions of the national Food Security Guarantee Law. The province routinely conducts the "Iron Fist Action" for grain circulation supervision, utilizing the 12325 grain supervision hotline alongside daily inspections and "double random, one public" checks to rigorously crack down on violations in the grain sector. A cross-provincial grain administrative law enforcement cooperation mechanism has been established, and special rectification reviews of the grain purchase and sales sector are being continuously deepened, ensuring comprehensive food security for the province under strict legal governance.
