The Shaanxi Provincial Development and Reform Commission, together with the Provincial Department of Finance, has recently issued a notice to launch the application process for the 2026 special projects focused on the integrated development of advanced manufacturing and modern services. This initiative aims to continuously push the province's manufacturing sector toward mid-to-high-end progression while driving producer services to extend toward greater specialization and higher value chain positioning.
According to the notice, the key support directions primarily include the following: First, enhancing the service capabilities of the manufacturing industry. This involves supporting raw material producers within the sector to transform into product and professional service solution providers, assisting equipment manufacturers in transitioning toward system integration and complete intelligent equipment solution providers, and helping consumer goods producers adapt to evolving consumption demands by strengthening large-scale, personalized, and flexible customization service capabilities.
Second, improving the enabling role of producer services. This includes backing investment projects in sub-sectors such as R&D and design, technical services, digital and intelligent services, inspection and testing, and quality certification. It also involves supporting producer service enterprises in developing service-derived manufacturing and expanding into the manufacturing segment.
Third, building platforms that integrate advanced manufacturing with modern services. This entails supporting various business entities in establishing shared pilot production lines, as well as platforms for advancing common core and key technology development. Additionally, it includes encouraging manufacturing and producer service enterprises to explore new pathways, models, and business formats for integrated growth.
Projects submitted by eligible enterprises must be situated within the administrative area of Shaanxi Province. They must have completed the necessary approval procedures for filing, planning, land use, environmental impact assessment, energy efficiency assessment, and safety evaluation as per relevant regulations, or provide explanatory documentation where these are not required, based on supporting policy documents or verification from relevant authorities. Projects must be able to commence construction before the end of 2026 or be already under construction.
Furthermore, projects must not have received subsidies from other provincial special funds. Projects already applying for other provincial special funds in the current year are also ineligible. After evaluation and public review, selected projects will be granted special financial support.
