Recently, the agricultural product processing project in the Yangzhewo Community of Luoxiong Street, Luoping County, Qujing City, Yunnan Province, was officially put into operation, marking further improvement in the functions of the Yangzhewo Community Modern Agricultural Industrial Park.

This industrial park addresses shortcomings in post-harvest processing, storage, and distribution of local agricultural products, serving as an important practice in the Shanghai-Yunnan collaborative group-based approach to project construction.

Luoping County has large-scale cultivation of crops such as small yellow ginger and rapeseed, but for a long time, the traditional production model relying on natural sun-drying has led to mold and spoilage losses in agricultural products, constraining the modernization of local agriculture.

To precisely address bottlenecks in local agricultural industry development, since 2025, Luoxiong Street has leveraged the Shanghai-Yunnan collaboration assistance mechanism, securing 12.8 million yuan in Shanghai-Yunnan collaboration assistance funds, focusing on the construction of the Yangzhewo Community Modern Agricultural Industrial Park, and advancing two major projects: cold chain storage and agricultural product processing.

At the same time, it mobilized 14.4 million yuan in social capital for coordinated investment, establishing an investment pattern of "Shanghai-Yunnan funds leading, social capital empowering."

According to reports, this project greatly shortened the preliminary project cycle by optimizing approval processes and opening green channels. From the planning and design stage, professional operating enterprises were introduced to participate throughout the process, integrating the needs of business entities into project construction from the outset, achieving production upon completion and operation upon landing, and fulfilling the assistance goal of "project approval, construction, and results all within the same year."

Project operations manager Zhou Quan introduced that the first-phase cold storage project of the Yangzhewo Community Modern Agricultural Industrial Park built a 13,842 cubic meter cold storage facility and a 1,008 square meter drying shed, with an annual storage capacity of 3,000 tons.

The second-phase agricultural product processing project built a standardized production workshop of over 3,400 square meters, equipped with a full set of production lines for loading and unloading, drying, and threshing, capable of processing more than 150,000 tons of agricultural products such as corn, rapeseed, and rice annually.

The ultimate goal of industrial empowerment is to enrich the people and benefit the public. To ensure that the results of Shanghai-Yunnan collaboration precisely benefit the masses, the Yangzhewo Community innovatively implemented a "442" profit-sharing mechanism linking agriculture and farmers.

Under the distribution rules, 40% of the project's annual revenue is used for infrastructure improvements such as village road repair and environmental lighting; 40% is used for daily operation and maintenance of the park and industrial upgrading and expansion; and 20% is precisely channeled to farmers through various means such as land transfer, guaranteed purchase of agricultural products, and skills training, reinforcing the bottom line against returning to poverty.

A stable industrial system and scientific distribution mechanism allow the masses to share in development dividends. According to statistics, the two major projects of the industrial park—cold storage and agricultural product processing—can increase annual net income for the village collective by 600,000 yuan and help workers increase their per capita annual income by more than 5,000 yuan.

Next, Luoping County will continue to deepen the results of Shanghai-Yunnan collaboration, extend the industrial chain of plateau specialty agricultural products, promote local value-added processing of agricultural products and industrial upgrading, continuously enrich the connotation of Shanghai-Yunnan collaboration, and let the flower of mountain-sea collaboration continue to bear fruit in Luoping.
