Chongzhou Unveils Comprehensive Low-Altitude Economy Strategy to Attract Investment and Spread Its Wings

In the golden month of September, Chongzhou's low-altitude economy is set to reach another highlight. On September 29, the 2026 Chengdu Chongzhou Aviation (Low-Altitude) Industry Promotion Conference, themed "Dreaming of Low-Altitude, Wings Spread Over Chengdu," will be held in Beijing. The event will spotlight Chongzhou's "1+3+5+4+N" industrial ecosystem for aviation and low-altitude operations 鈥?comprising one premium airspace, three specialized parks, five categories of science and innovation platforms, four major focus directions, and numerous application scenarios 鈥?showcasing Chongzhou's unique competitiveness as the core carrier of Chengdu's low-altitude aviation industry. At that time, Chongzhou government and enterprises will travel to Beijing to discuss cooperation and development with leading companies, universities and research institutes, industry associations, and financial institutions in the aerospace and low-altitude economy sectors.

This is another important move by Chongzhou to thoroughly implement the central, provincial, and Chengdu municipal deployments on the deep integration of technological and industrial innovation, vigorously develop the aviation and low-altitude industry, and actively cultivate new quality productive forces. It is also a concrete action by Chongzhou to fully build itself into the core carrier of Chengdu's aviation and low-altitude industry and help Chengdu accelerate the construction of a western China low-altitude economy center.

Just before this promotion conference,重磅 news emerged from Chongzhou's low-altitude economy sector 鈥?on September 11, Shanghai Jiumi Flight Aviation Technology Co., Ltd. signed an agreement with the Chongzhou Economic Development Zone Management Committee, officially landing the Jiumi Flight Western Headquarters Base project in Chongzhou. This is not only a strategic move by the company to expand into the southwest and seize the new track of the low-altitude economy, but also a concrete practice by Chongzhou to grasp the new track of the low-altitude economy and cultivate new quality productive forces.

Shanghai Jiumi Flight Aviation Technology Co., Ltd. is a high-tech aviation enterprise focused on the eVTOL field. In the short period since the signing, the project has advanced rapidly. Jiumi Flight and relevant construction units in Chongzhou have jointly discussed and determined the construction plan for the eVTOL test flight base, and have negotiated cooperation methods for the base. Preliminary design is currently underway, with construction planned to start as early as November. Once completed, it will serve as Jiumi's eVTOL western test flight base.

Chongzhou's various functional departments have also acted quickly: the Chongzhou Investment Promotion Bureau formed a dedicated service team, with staff assigned to connect with the enterprise, providing nanny-style services for project implementation, assisting with enterprise registration and bank account opening in coordination with the economic development zone, and coordinating multiple times on the selection of transitional factory buildings and test flight base sites; the Transportation Bureau has planned in advance the airspace needed by the enterprise... Government and enterprise are working together to fully promote the early completion and operation of the project.

"Chongzhou, as the western headquarters base, is expected to officially start production in the first half of 2027, with an estimated output value of about 50 million yuan in 2027," introduced Chen Liang, Vice Chairman of Chengdu Jiumi Flight Aviation Technology Co., Ltd. After the project lands, it will strengthen Chongzhou's industrial strength in low-altitude aircraft manufacturing, drive the aggregation of upstream and downstream supporting industries such as aviation composite materials, flight control systems, and airworthiness services, help Chongzhou build a strong Sichuan-Tibet low-altitude emergency rescue base and a Sichuan-Tibet multimodal transport hub, and accelerate Chongzhou's level upgrade with low-altitude wings.

Chongzhou's low-altitude industry: from momentum building to takeoff. What are Chongzhou's advantages in vigorously developing the aerospace and low-altitude industry and actively cultivating new quality productive forces? As one of Chengdu's eight county-level new cities, Chongzhou is located due west of Chengdu. Relying on a "three highs, two rails, two expressways" transportation network, it takes 30 minutes to reach Shuangliu Airport and one hour to Tianfu Airport. Chongzhou's airspace is the core trump card in competing for the low-altitude economy, with six major advantages: large area, with contiguous coordinated airspace exceeding 580 square kilometers, allowing "report and fly" below 300 meters net height; high flight openness, flyable 360 days a year; excellent safety conditions, with low surrounding population density and stable testing environment; broad expansion space, capable of achieving 3,900 meters true height across 180 square kilometers of airspace; strong airspace connectivity, with flight routes extending in all directions; and numerous application scenarios, featuring diverse terrains from plains to hills, mountains, plateaus, and high plateaus, and able to link with Ganzi and Aba plateau test flight sites to conduct full-environment, full-condition, full-altitude adaptability testing of aircraft. It is the best location in Sichuan for multi-terrain test flights across the entire province. Next, Chongzhou will further advance the national airspace reform pilot, and in conjunction with building the Sichuan-Tibet low-altitude rescue base, expand the Chuanxie No. 1 airspace to 2,000 square kilometers, raise the true height from 300 meters to 600 meters, and expand the 3,900-meter temporary airspace from 180 square kilometers to 430 square kilometers.
