Changsha Targets National Advanced Manufacturing Hub Through Three Strategic Pathways

Speaking on September 21, Yu Hui, Secretary of the Party Leadership Group and Director of the Changsha Municipal Bureau of Industry and Information Technology, stated that the city's industrial and information technology systems will seize the opportunity of creating a new industrialization demonstration zone, adhering to the overall goals of building a city centered on industry and manufacturing. Efforts will focus on policy support, scenario applications, industrial layout, computing power supply, and data collaboration to drive the deep integration of artificial intelligence with advanced manufacturing.

The 15th Changsha Municipal Party Congress report has put forward the goal of building a national important advanced manufacturing highland and accelerating the construction of a modern industrial system with Changsha characteristics. The city's answer to how to build this highland and establish this system lies in three pathways.

Cultivating New Tracks to Seize the Initiative in Highland Construction

The Party Congress report proposed building a benchmark city for the integrated development of AI plus manufacturing. Yu Hui noted that in terms of scenario applications, Changsha will implement the Smart Empowering Ten Thousand Enterprises initiative, cultivating benchmark scenarios, factories, enterprises, and parks by category to enable AI to empower all industries. In industrial layout, Changsha will focus on advancing the construction of embodied intelligence manufacturing clusters, expanding the intelligent robotics industry, proceeding from specialized to general applications first, and supporting the promotion of intelligent robots in industrial manufacturing, engineering machinery, and special operations, creating a provincial technology source and innovation leader. By 2030, the city's AI industry scale is expected to reach 150 billion yuan, with over 500 designated above-scale AI enterprises.

Consolidating the Ballast Stone to Strengthen the Foundation of Highland Construction

Yu Hui explained that since the 14th Party Congress, the city has solidly advanced the construction of Five Good parks, continuing to promote the park manufacturing upgrade initiative centered on Two Lists, Two Increments, and Two Growth Rates. Currently, the city's parks host 65 percent of designated industrial enterprises, 75 percent of designated industrial output value, 75 percent of industrial tax revenue, 80 percent of listed companies, 90 percent of specialized and innovative little giant enterprises, and all 10 billion yuan-level projects. During the 14th Five-Year Plan period, the city cultivated two parks at the 300 billion yuan level and five parks at the 100 billion yuan level. Changsha High-tech Zone and Changsha Economic Development Zone have been selected for five consecutive years among the national top 100 high-quality development parks. Yu Hui stated that the city will thoroughly implement the spirit of the Party Congress, vigorously promote the connotative development of parks, encourage parks to focus on their core responsibilities, further optimize management systems and mechanisms, further improve per-mu output efficiency, and further enhance service quality. By 2030, the goal is to create one park at the 500 billion yuan level, add three parks at the 200 billion yuan level, and reach nine parks at the 100 billion yuan level or above.

Reinforcing the Hard Backbone to Support Highland Construction

Yu Hui told reporters that Changsha was the first in the country to propose an industrial chain development model. This year, the original 17 industrial chains were optimized and integrated into 11, establishing a work mechanism of Five Directors Linking and Five Chains Integrating. The industrial chains concentrate more than 60 percent of the city's designated enterprises, more than 70 percent of designated industrial output value, and more than 80 percent of provincial and municipal innovation platforms. Five years of deep cultivation have accumulated momentum. During the 14th Five-Year Plan period, Changsha's designated industrial added value grew at an average annual rate of 7.8 percent, cultivating three national advanced manufacturing clusters and three national SME characteristic industry clusters, leaping to fifth place among the country's top 100 advanced manufacturing cities and becoming the world's second city with more than five enterprises ranked among the global top 50 engineering machinery companies. The Party Congress report proposed integrating and optimizing industrial chain layouts and improving the collaborative promotion mechanism of chain director coordination, chain leader guidance, and chain ecosystem empowerment. Yu Hui said that Changsha will closely follow the main line of strengthening, supplementing, extending, and stabilizing chains, striving to promote three transformations in the industrial chain: from scale expansion to quality improvement, from single-chain reinforcement to chain-group collaboration, and from factor-driven to innovation-driven development, accelerating the construction of a modern industrial system featuring chain leader guidance, supporting collaboration, and ecosystem co-construction. By 2030, the goal is to cultivate seven 100 billion yuan-level enterprises, seven 100 billion yuan-level industries, two world-class industry clusters, and ten national-level industry clusters.
