As the Mid-Autumn Festival and National Day holidays approach, the Acheng District Market Supervision Bureau has moved to further standardize holiday market operations, reinforce the primary responsibilities of business operators, protect the legitimate rights and interests of consumers, and foster a safe, trustworthy, and reliable holiday shopping environment.
On September 21, enforcement officers from the bureau went deep into key business venues 鈥?including gold retail stores, cake shops, and specialty mooncake outlets 鈥?to carry out pre-holiday targeted enforcement publicity and on-site notification activities.
Enforcement officers visited and conducted outreach at gold and jewelry stores such as China Gold, Liuguifu Jewelry, and Huicuilou. They distributed promotional posters containing gold consumption tips to each business operator and provided on-site guidance, urging merchants to display the posters in prominent locations such as store entrances, cashier counters, and product display areas, ensuring that consumers can clearly see and fully understand the relevant consumption precautions upon entering the store.
During the outreach process, enforcement officers emphasized to merchants that all gold business operators must strictly fulfill their primary responsibilities and preserve complete, full-process, and truthful surveillance footage of the entire transaction process. The surveillance footage must have clear images, normal audio recording, and uninterrupted recording time, covering all stages including product display, weighing, pricing, transaction, delivery, and trade-in exchanges. Any practices such as missing audio, interrupted footage, partial obstruction, malicious editing, unauthorized deletion, early destruction before the retention period expires, or inability to retrieve footage normally must be resolutely prohibited.
Enforcement officers specifically informed merchants that in subsequent handling of consumer disputes, complaint reports, and enforcement verification work, if a merchant cannot provide complete, valid, and authentic surveillance footage, it will bear adverse legal consequences in accordance with the law.
Enforcement officers also visited various cake shops, food stores, and mooncake sales points to carry out targeted publicity on food safety and consumption tips. They distributed mooncake consumption tip posters to each business operator on site, requiring merchants to properly display them in prominent locations within their stores on a long-term basis and to actively accept consumer supervision.
Enforcement officers also distributed consumption tips to consumers purchasing mooncakes and pastries on site, reminding consumers to check production dates, shelf life, ingredient lists, production qualifications, and other information when making purchases. They encouraged consumers to refuse to buy "three-no" products, spoiled goods, expired items, and excessively packaged foods, and advocated for civilized, economical, and rational consumption.
This pre-holiday targeted publicity campaign further strengthened the law-abiding awareness, responsibility awareness, and evidence retention awareness of key business operators in gold, mooncakes, and other sectors, and effectively enhanced consumers' self-protection capabilities and rights awareness.
