Gansu Unveils 15th Five-Year Plan for Forestry and Grassland Conservation and Utilization

Gansu has issued its 15th Five-Year Plan for Forestry and Grassland Conservation and Utilization.

Recently, with the approval of the Gansu Provincial Government, the Provincial Forestry and Grassland Bureau and multiple other departments jointly issued the "Gansu Province Forestry and Grassland Conservation and Utilization 15th Five-Year Plan," setting clear core development targets for 2030 in an all-out effort to build a solid national ecological security shield in western China.

According to the plan, by 2030, Gansu's forest and grassland coverage rate will reach 48.38%, the forest coverage rate will reach 13.52%, forest stock volume will reach 330 million cubic meters, comprehensive grassland vegetation coverage will reach 52.21%, and the proportion of nature reserve area will be no less than 20%.

At the same time, the damage rates from forest and grassland fires will be kept below 0.7 per thousand and 1.8 per thousand respectively, the desertified land treatment rate will reach 67%, and the total output value of the forestry and grassland industry will exceed 150 billion yuan.

The plan is grounded in Gansu's "four shields and one corridor" ecological security framework, with the "Three-North" project as the guide, and lays out nine major projects.

Among them, the sixth phase of the "Three-North" project will implement 9 million mu of new construction tasks and 15 million mu of consolidation tasks; areas outside the "Three-North" project will complete 2.14 million mu of afforestation and 3.6 million mu of grassland ecological restoration; implement 1.375 million mu of sustainable forest management, complete 1 million mu of economic forest quality improvement and transformation, build 750 under-forest economic demonstration bases, and bring the under-forest economic operating forest land area to 14 million mu.

At the same time, precise zoning-based governance will be upheld: the "Three-North" project area will focus on desertification prevention and control, while the "Double" project area will focus on water source conservation and rare species protection, and develop distinctive under-forest economies.
