China's Ministry of Industry and Information Technology and six other government departments on September 28 jointly released the "15th Five-Year Plan for the Development of New-Type Battery Industry," proposing that by 2030, all-solid-state batteries should achieve initial large-scale application, and long-life lithium batteries should reach a cycle life of 15,000 cycles.
New-type batteries are high-efficiency electrical energy storage and conversion devices or systems that take new mechanisms, new materials, new structures, and new processes as their core innovation directions, represented by lithium batteries, sodium batteries, flow batteries, and others. They feature rapid technological iteration, a wide range of applications, and strong radiating and driving effects.
The plan proposes that by 2030, China's new-type battery industry scale should achieve steady growth. Full-chain innovation capabilities should continue to strengthen, with new breakthroughs in advanced electrode materials, new electrolytes, and high-end auxiliary materials. Major progress should be made in the research and development of new-system batteries, all-solid-state batteries should initially achieve large-scale application, long-life lithium batteries should reach a cycle life of 15,000 cycles, and the product defect rate of leading enterprises should reach the PPB (parts per billion) level.
At the same time, by 2030, an all-scenario application ecosystem should be accelerated in its construction. New-type battery technology should accelerate integrated and innovative development with clean energy and energy-consuming terminals, efficiently empower the iterative upgrading of intelligent terminal products and the electrification of fields such as automobiles, ships, aviation, intelligent robots, engineering machinery, and agricultural machinery equipment, meet the needs of new-type power system construction, and further expand in energy storage application scenarios such as the power source side, the grid side, industrial parks, and data centers.
Centered on the main goals, the plan proposes multiple key tasks. Among them, in enriching the supply of high-end battery products, a new-type battery product supply system should be built with lithium batteries as the mainstay and sodium batteries, flow batteries, and others developing in coordination.
In promoting innovative applications across multiple fields, the application level of new-type batteries such as flexible batteries and special-shaped batteries in smart wearable devices, smart homes, and mobile medical equipment should be improved. The application scale in new energy vehicles and consumer electronics should be consolidated and expanded, and application scenarios in desert, Gobi, and cold high-altitude regions should be expanded.
The plan also proposes to improve the recycling system, implement the extended producer responsibility system, promote enterprises to establish waste battery recycling systems that match product sales volume through self-built or entrusted methods, and accelerate the construction and operation of waste battery recycling service outlets.
