Minister of Finance Lan Fo'an published an article on October 1 stating that it is necessary to better coordinate policy support with reform and innovation -- not only increasing policy supply, but also seizing the opportune moment to deepen reform, so as to create a combined amplifying effect of reform and policy.

On one hand, focusing on the present, we should strengthen countercyclical adjustment through forceful policies, maintain a reasonable scale of deficit and expenditure, and make good use of policy tools such as treasury bonds, ultra-long special treasury bonds, and special-purpose bonds to mitigate short-term economic fluctuations.

On the other hand, taking a long-term view, we should enhance development momentum through reform efforts, coordinate the advancement of fiscal and tax system reform and scientific fiscal management, and strive to resolve the bottlenecks and obstacles that constrain high-quality development and the full play of fiscal functions, creating favorable conditions for the better release of policy effectiveness.
