On September 18, the Zhangjiakou Municipal Government signed a strategic cooperation agreement with Lenovo Group to jointly establish a token factory. This initiative adopts an innovative "green power input, token output" business model, delivering unified computing scheduling and model routing services across multiple platforms and models.
The collaboration targets government agencies, enterprises, and research institutions, offering standardized, high-quality, and secure token-based computing services. It is also expected to attract small and micro enterprises specializing in data annotation and computing maintenance to cluster in Zhangjiakou, facilitating the city's transition from computing resource advantages to industrial economic strength.
Dai Wei, Senior Vice President of Lenovo Group and General Manager of its China Solutions and Services Group, stated that the company will seize the development window for green computing and artificial intelligence. Together with Zhangjiakou, Lenovo aims to build a benchmark for green computing collaborative development in North China, continuously empowering the digital economy growth of the Beijing-Tianjin-Hebei region.
Zhangjiakou stands as the nation's sole national-level renewable energy demonstration zone and serves as the core city for the Beijing-Tianjin-Hebei computing hub under the national "East Data, West Computing" project. Leveraging its abundant green electricity, naturally cool climate, and strategic proximity to Beijing and Tianjin, the city holds distinct competitive advantages for developing the computing industry. Lenovo Group brings deep technical expertise and extensive practical experience in artificial intelligence, large model technologies, and urban super-intelligence systems.
"This government-enterprise partnership transcends a singular project launch. Centered on token factories and server recycling and remanufacturing, we are building a complete industrial ecosystem that connects upstream and downstream operations while integrating industry, academia, and research. This marks a new phase of high-quality development for Zhangjiakou's digital sector," said Song Xiaojing, Director of the Zhangjiakou Investment Promotion Bureau.
Under the agreement, the jointly established token factory will convert Zhangjiakou's green power resources into core AI production materials such as tokens and datasets. This will accommodate the training and inference computing demands of large models from Beijing and Tianjin, addressing the upstream AI production capacity gaps in the Beijing-Tianjin-Hebei region.
The two parties will also focus on the needs of green intelligent computing center scenarios, consolidating recycling resources from decommissioned servers in Zhangjiakou and surrounding areas. Plans include building a server recycling and remanufacturing industrial park to conduct server modification and adaptation, complete machine optimization, and specialized upgrades for low-temperature green power scenarios. This effort aims to cultivate professional, localized intelligent computing hardware service capabilities and strengthen the operational foundation for the green computing cluster.
Furthermore, both sides will deepen regional industry-education integration, offering targeted training for professionals in intelligent computing center operations, hardware adaptation, and AI applications to provide robust talent support for industrial development.
