In order to thoroughly address the bottlenecks, difficulties, and pain points in property management within its jurisdiction, effectively regulate the property service industry's management order, and reverse prominent issues such as non-standard property services, inadequate performance of duties, and low public satisfaction in certain residential communities, Xiaoxia Subdistrict has been working to comprehensively improve the quality of residential living environments and the level of refined grassroots governance.

Since the beginning of this year, Xiaoxia Subdistrict has taken into account the differentiated realities of property management in resettlement communities and commercial-residential communities within its jurisdiction, combined with concentrated rectification efforts targeting misconduct and corruption problems around the public, to implement precise measures and targeted actions. The subdistrict has been steadily advancing the rectification of prominent problems in the property service sector, striving to shore up weaknesses in property services, and working to build a favorable situation featuring standardized property services, active public participation, and multi-party collaborative governance.

Precise Tiered Surveys and Comprehensive Assessments to Clarify the Property Management Baseline

Adhering to the principle of taking residents' needs as the starting point, and in light of the diverse types of communities and varying governance foundations within its jurisdiction, the subdistrict has carried out targeted tiered and categorized survey and research work.

On one hand, it has conducted special visit-based satisfaction assessments for property services, accurately distinguishing differences in resident demographic structures and property service demands between resettlement communities and commercial-residential communities, and customizing differentiated and targeted survey questionnaires. The focus has been on key areas of public concern such as infrastructure operation and maintenance, environmental sanitation and cleaning, public order management, property service performance, and response and handling of problem complaints. Subdistrict officials have been organized into groups and zones to conduct visits, extensively listening to residents' voices, collecting public demands, and identifying prominent issues, thereby gaining a comprehensive understanding of the true situation of property services in each community and the urgent difficulties and worries of the residents.

On the other hand, a comprehensive census of property service enterprises within the jurisdiction has been carried out. A thorough verification and registration of all property enterprises operating in the area has been conducted, covering their business operations, staffing, daily service performance, implementation of management systems, and service fee standards. This has provided an accurate picture of the industry's current state, existing shortcomings, and potential risks, laying a solid foundation for subsequent precise rectification, categorized supervision, and quality and efficiency improvement.

Focusing on Tackling Problems with Closed-Loop Supervision and Rectification to Effectively Resolve Prominent Livelihood Issues

In response to the various property service problems collected through earlier visits, assessments, and on-site surveys, the subdistrict has adhered to the principle of not shelving problems and not relaxing rectification efforts. It promptly classified, summarized, analyzed, and filed all types of problems, refined them into problem lists, provided point-to-point feedback to property service enterprises, conducted face-to-face meetings and reminders, clarified rectification requirements and work standards, and urged property enterprises to genuinely shoulder their primary responsibilities, proactively conduct self-assessments, and make immediate corrections.

In view of the reality that resettlement communities were built many years ago, have weak infrastructure, and suffer from frequent damage and aging problems, the subdistrict has focused on key points such as corridor facilities, public roads, drainage pipelines, and lighting facilities, and has provided special supervision to advance problem rectification. To date, a total of 28 prominent problems of various types, including damaged infrastructure and inadequate service performance in resettlement communities, have been rectified. A batch of long-standing chronic issues affecting residents' daily lives has been thoroughly resolved, effectively shoring up weaknesses in property services in resettlement communities, genuinely translating the results of property rectification into tangible benefits for the people, and significantly enhancing residential comfort and the residents' sense of fulfillment.

Empowering Resident Self-Governance and Improving the Governance System to Consolidate the Foundation for Long-Term Property Management

In order to fundamentally resolve property management challenges and break free from the "rectification-relapse" governance dilemma, the subdistrict has adhered to Party-building-led grassroots governance, worked to improve the community self-governance management system, and actively guided residents to participate in community self-governance.

In response to the long-standing shortage of professional self-governance management organizations and weak governance forces in communities within the jurisdiction, the subdistrict has taken the initiative to step forward, coordinate comprehensively, and facilitate multi-party discussions. It has actively promoted the establishment of self-governance organizations in resettlement areas and successfully formed the first property management committee in the Hehuang New Area resettlement zone, completely filling the gap of no self-governance management organization in resettlement communities within the jurisdiction and providing organizational support for standardized and routine property management in these communities.

At the same time, in response to issues in certain commercial-residential communities where the transfer of management authority has not yet been completed, resulting in poor coordination of affairs and concentrated public demands, the subdistrict has proactively stepped up efforts to coordinate the standardized construction of self-governance organizations across all communities, and has orderly carried out preparatory work for establishing property management committees and homeowners' committees in commercial-residential communities. Strictly following legal procedures, it has standardized each stage including preparation, candidate selection, and result announcement, providing full guidance to communities in public opinion collection, personnel selection, and institutional framework development. It has facilitated the successful establishment of property management committees in 2 commercial-residential communities within the jurisdiction. By improving community self-governance organizations and smoothing standardized channels for residents to express demands, mediate disputes, and supervise property services, residents are guided to independently monitor property service performance and actively participate in community governance, continuously improving the grassroots governance pattern of co-construction, co-governance, and shared benefits, and consolidating the foundation for long-term standardized property service management and service quality upgrading within the jurisdiction.

In the next step, Xiaoxia Subdistrict will continue to consolidate and expand the results of rectification work on prominent problems in the property service sector, carry out routine supervision and inspections of property services and "look-back" reviews of problems, and strictly prevent various issues from rebounding. At the same time, it will continue to strengthen community self-governance teams, improve long-term supervision mechanisms, continuously refine property supervision measures, optimize service quality, persistently resolve difficult property management issues, and fully promote the standardized, refined, and long-term development of property service management within the jurisdiction, genuinely creating a clean, safe, comfortable, and orderly livable environment for residents.
